PAP Dismisses Video Containing False Allegations Against Administrator Dr. Dennis Otuaro

The Presidential Amnesty Programme (PAP) has firmly refuted a recent video circulating on Facebook in which one Mr. Jude Gbaboyor made grave allegations against the Administrator of the Programme, Dr. Dennis Otuaro, including accusations of murder, ritual activities, and kidnapping.

In a statement issued on Monday, 8 December 2025, the Special Assistant on Media to the Administrator, Mr. Igoniko Oduma, declared the claims “baseless, malicious, and a desperate attempt to defame the character of Dr. Otuaro while undermining the credible work of the Presidential Amnesty Programme.”

The Programme explained that the allegations did not originate from genuine concerns, but from personal frustration and a campaign of propaganda designed to damage the reputation of the PAP leadership.


“A Fugitive from Justice” — PAP Reveals Background

According to the statement, Mr. Gbaboyor, now living abroad, became a fugitive after committing actionable offences under Nigeria’s Cybercrime laws. PAP disclosed that Gbaboyor deliberately fled the country after law enforcement authorities invited him to respond to petitions filed by the Amnesty Administrator.

The petition, submitted to relevant security agencies, accused Gbaboyor of cyberstalking, criminal intimidation, and deliberate disinformation targeting a public office holder.

Oduma emphasized that this was not the first incident:

“This is not the first time Gbaboyor has made outrageous and unsubstantiated claims against the PAP boss. His persistent campaign of calumny prompted the PAP Administrator to formally petition relevant security agencies.”


Dismissal and Failed Attempt at Reinstatement

The Presidential Amnesty Programme also confirmed that Gbaboyor was dismissed from the PAP years ago due to unacceptable conduct and lack of character, which disqualified him from continuing in the Programme office.

PAP explained that his attacks intensified only after his attempt to secure reinstatement failed. When the Administrator refused to reinstate him, he “resorted to blackmail, false accusations, and social media propaganda,” intentionally designed to mislead the public.

“Having failed to ingratiate himself with the PAP leadership and secure reemployment through proper channels, Gbaboyor has resorted to character assassination and the dissemination of false information.”


Unpatriotic Attempt to Appeal to the U.S. President

In what PAP described as a misguided and disrespectful act towards Nigeria’s sovereignty, Mr. Gbaboyor allegedly appealed to the President of the United States to intervene in a personal grievance.

The Programme strongly condemned the move, stating that internal matters involving the Presidential Amnesty Programme are purely domestic and legal issues under the jurisdiction of Nigerian authorities.

“This represents a profound insult to Nigeria’s sovereignty and a misguided attempt to internationalise personal grievances.”


PAP Calls for Public Disregard of False Narratives

PAP urged members of the public to disregard all claims made by Gbaboyor, noting that his flight from police invitation proves that his allegations lack substance.

The statement challenged him to return to Nigeria:

“If he believes in the veracity of his claims, he should demonstrate the courage of his convictions by returning to Nigeria to substantiate them before the appropriate authorities.”

Instead, PAP noted that he continues posting defamatory content from abroad, using the distance as a shield against arrest and lawful investigation.


Dr. Otuaro Focused on Peace and Development in the Niger Delta

Despite what it described as a “personal vendetta,” the PAP stated that its leadership remains focused on the core mandate:

  • Strengthening sustainable peace in the Niger Delta

  • Supporting ex-agitators

  • Driving development projects

  • Deepening capacity-building, education, and entrepreneurship opportunities

The Programme reaffirmed its commitment to transparency, accountability, and the rule of law, promising to pursue legal action to protect the integrity of its leadership.

“The Programme will not be distracted by spurious allegations from misguided individuals pursuing personal vendettas.”
