Nine PAP Foreign Scholarship Beneficiaries Bag Master’s Degrees From UK Varsities

In a major boost to Nigeria’s human capital development efforts in the Niger Delta, nine beneficiaries of the Presidential Amnesty Programme (PAP) have successfully completed their Master’s degree programmes at top universities in the United Kingdom, marking what has been described as a significant milestone in the PAP’s renewed focus on strategic educational investment.
The graduations, which were recorded at Anglia Ruskin University, University of Dundee and The University of Law, represent the first batch of candidates deployed to UK institutions under the administration of Dr. Dennis Otuaro, PAP Administrator, for the 2024–2025 academic cycle.
The scholars specialised in high-demand knowledge fields including Cyber Security, Data Science and Engineering, Law, Construction and Civil Engineering Management, Project Management, and Information and Communications Technology (ICT).
To honour the graduates and showcase their successful academic journey, the PAP on Wednesday, 3 December, 2025, hosted a well-attended graduation reception in London, symbolising the programme’s continued commitment to raising globally competitive professionals from the Niger Delta.
PAP Achieves New Milestones in Human Capital Development
Speaking at the event, the PAP Administrator, Dr. Dennis Otuaro, praised the scholars for completing their studies within record time, noting that their achievements reflect the discipline, dedication, and seriousness expected from PAP-sponsored students.
“We congratulate these scholars on their successful graduation. It shows that they took their studies seriously. That is what we demand of every scholarship beneficiary — whether at the undergraduate or post-graduate level,”Otuaro stated confidently.
He emphasised that their success has justified the federal government’s investment in the region’s talent pipeline, and urged other beneficiaries to avoid distractions and prioritize excellence in their academic pursuits.
Beyond the achievements abroad, Dr. Otuaro also disclosed that 771 other PAP-supported beneficiaries — spanning both undergraduate and postgraduate categories — are expected to graduate across various Nigerian universities in 2025, reflecting a balanced model that builds knowledge capacity both locally and internationally.
Expanding Access to Educational Opportunities
In his renewed vision for the programme, Otuaro reiterated his unwavering commitment to expanding the reach of the PAP scholarship scheme, particularly for indigent students from Niger Delta communities who often lack equal access to advanced education.
According to him, his administration deployed 3,800 students to Nigerian tertiary institutions during the 2024–2025 academic year, and increased the number to 3,900 in the current 2025–2026 academic session, out of which 200 were designated for foreign scholarships.
This brings the total number of students deployed to Nigerian institutions to 7,700 in less than two years, while 162 students from the region have, during the same period, been supported to pursue postgraduate studies at targeted UK universities.
PAP Aligned with Renewed Hope Agenda
Dr. Otuaro noted that the bold expansion aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, stating that the President has shown unprecedented support for the education-focused transformation in the Niger Delta through the PAP initiative.
“Our decision aligns with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu GCFR for the Niger Delta. We will continue to create more higher educational opportunities for students from indigent backgrounds in our region.We are also deepening the implementation of the programme's mandate in informal education and other areas for the sustainable peace and socio-economic advancement of the region.”— Dr. Otuaro
In demonstrating the PAP Administrator’s strategic approach, the focus areas are not limited to academic training alone, but extend to vocational, entrepreneurial, and community-based empowerment initiatives designed to strengthen peacebuilding and economic resilience.
Hope for the Niger Delta
The latest academic achievements under the PAP reflect a changing narrative for the Niger Delta — from a region marked by historical exclusion, to one that is now raising scientists, legal professionals, engineers, and technology specialists capable of competing with the best globally.
With over 7,800 students currently benefiting from the PAP scholarship framework between local and foreign deployment, stakeholders believe that the Niger Delta is gradually building a new generation of leaders, whose skills will shape sustainable transformation within their communities.
The nine graduates remain symbols of what is possible when meaningful educational access is supported by purposeful leadership.
