President Tinubu Addressing Issues Of Development, Economic Growth, Peace & Security in Niger Delta — PAP Boss

The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has reaffirmed that President Bola Ahmed Tinubu is adopting a strategic, structured and deliberate approach toward resolving long-standing issues of underdevelopment, insecurity and economic stagnation in the Niger Delta region.

Dr. Otuaro made this assertion on Saturday during a Town Hall Meeting in Lagos with PAP stakeholders and Niger Deltans resident in the state.
The meeting was hosted by renowned Niger Delta activist and Founder/President of the Ijaw Monitoring Group, Chief Joseph Eva.

The event attracted key Niger Delta leaders and opinion shapers including:

Tinubu’s Renewed Hope Strategy Working for the Niger Delta — Otuaro

Speaking passionately about the President’s commitment to the region, Dr. Otuaro said President Tinubu’s leadership is already yielding visible and measurable results.

According to him, Tinubu’s actions align perfectly with his Renewed Hope Agenda, which emphasizes:

  • Regional stability

  • Human capacity development

  • Strategic infrastructure interventions

  • Peacebuilding

  • Security consolidation

Dr. Otuaro explained that the administration has successfully restored peace in critical communities, supported ongoing skill development efforts, and provided opportunities that directly benefit Niger Delta youths and ex-agitators.

He emphasized that this stability and progress were not accidental but a product of intentional planning and strong political will from the Presidency and the National Security Adviser, Mallam Nuhu Ribadu.


Scholarship Expansion & Human Capacity Development

One of the hallmark achievements highlighted by Dr. Otuaro was the significant expansion of the PAP scholarship scheme:

  • 3,800 beneficiaries in the 2024/2025 academic year

  • 3,900 beneficiaries in the 2025/2026 academic year

  • Foreign scholarship slots increased to about 200

He affirmed that PAP remains focused on expanding educational access for indigent youths, helping them gain the qualification and capacity needed to drive self-reliance, innovation and sustainable development across the Niger Delta.

“Human resource development remains central to the socio-economic advancement and long-term peace of our region,” Otuaro said.

He pledged that under his leadership, PAP would continue to prioritize inclusivity and youth empowerment.


Otuaro Urges Support for Tinubu Ahead of 2027

Dr. Otuaro encouraged Niger Delta leaders and residents to continue supporting the President, saying his administration is committed to doing much more for the region — especially after his re-election in 2027.

“We are confident that President Tinubu will do even greater things for the Niger Delta. His support has been solid and unwavering.”


Chief Joseph Eva Commends Otuaro’s Leadership

In his remarks, the host, Chief Joseph Eva, praised Dr. Otuaro for his transformative leadership, describing him as focused, disciplined and deeply committed to human capital development.

“I have known Dr. Otuaro for years. What he has achieved within a short time is remarkable — from peacebuilding to vocational training and youth empowerment. We have absolute confidence in his leadership,” Eva declared.

The gathering climaxed with the presentation of the “Best Iconic Administrator Award” to Dr. Otuaro for his outstanding service and remarkable progress recorded since assuming office.
