In a powerful show of unity and conviction, the Ijaw Youth Council (IYC) Western Zone has declared an unshaken Vote of Confidence on Dr. Dennis Burutu Otuaro, the Administrator of the Presidential Amnesty Programme (PAP), hailing his transformative leadership, integrity, and visible contributions to the peace and progress of the Ijaw Nation and the Niger Delta region.
The endorsement, which came through a formal communiqué signed by Comrade Nicholas Igarama (Chairman), Ebi Joshua Olowolayemo Esq (Secretary), and Comrade Tare Magbei (Information Officer), was described as a “collective voice of gratitude and recognition” for a man whose actions continue to redefine public service and regional development.
🔹 A Leader Rekindling Hope in the Niger Delta
Since his appointment in March 2024, Dr. Otuaro has brought to the Presidential Amnesty Programme a renewed sense of direction, professionalism, and sincerity — steering the once-troubled intervention scheme toward transparency, accountability, and sustainability.
Under his watch, the Amnesty Programme has undergone structural and moral rejuvenation. From data reforms to youth-focused empowerment, the programme has evolved from a politically hijacked platform into a credible vehicle for peace, skills development, and socioeconomic integration of ex-agitators and beneficiaries.
According to the IYC Western Zone, Dr. Otuaro’s tenure has been “a breath of fresh air” — marked by discipline, digital transformation, and a genuine focus on human capital rather than political patronage.
🔹 Institutional Reforms and System Integrity
The IYC report highlighted comprehensive data verification exercises and technological upgrades initiated under Dr. Otuaro’s leadership. These reforms have eliminated duplication of records and ghost beneficiaries, ensuring that resources now reach genuine participants of the programme.
“Dr. Otuaro’s reforms have restored integrity to the Amnesty Programme,” the statement read.“His insistence on transparency has brought renewed confidence among stakeholders and partners.”
🔹 Expanding Educational and Vocational Opportunities
One of the defining achievements of Dr. Otuaro’s administration, according to the Council, is the revival and expansion of the PAP Scholarship Scheme — with beneficiaries now enjoying improved access to both onshore and offshore institutions.
In addition, new technical and vocational training programmes have been introduced in specialized areas such as maritime operations, aviation studies, entrepreneurship, and ICT innovation, ensuring that beneficiaries graduate as skilled professionals rather than perpetual dependents.
This approach, the IYC noted, reflects Dr. Otuaro’s belief that education is the strongest weapon for peace and empowerment.
🔹 Stakeholder Dialogue and Peace-Building
Dr. Otuaro’s leadership has also been marked by consistent engagement with traditional rulers, youth leaders, ex-agitators, and community stakeholders — bridging long-standing gaps of mistrust and fostering harmony across Ijaw communities.
Through dialogue and inclusion, the PAP has evolved into a symbol of unity, bringing together diverse voices under a shared vision for peace and progress.
🔹 Standing Tall Against Falsehood and Distractions
The IYC Western Zone did not mince words in condemning what it described as “recent sponsored media attacks” and “false narratives” designed to smear Dr. Otuaro’s name.
According to the Council, such orchestrated attempts are borne out of envy, political mischief, and resistance to reform, and do not reflect the current reality of his achievements.
“We will not allow detractors to derail the progress we are witnessing,” said Comrade Nicholas Igarama.“Dr. Otuaro has proven to be a man of peace and principle. His record speaks for itself, and the Ijaw Youth Council stands firmly with him.”
🔹 Integrity, Accountability, and Vision
The Council’s statement further commended Dr. Otuaro’s unwavering commitment to integrity and public accountability, describing him as “a leader who has refused to be distracted by noise or political manipulation.”
His approach, they added, reflects the spirit of the Ijaw struggle — resilient, visionary, and people-centered.
🔹 “Keep Working. Keep Building. Keep Leading.”
In its closing lines, the IYC Western Zone reaffirmed its total confidence in Dr. Otuaro’s administration and encouraged him to remain resolute in pursuing his mission for a stronger, more inclusive Niger Delta.
“Keep working. Keep building. Keep leading,” the statement declared.“The Ijaw Nation stands solidly behind you.”
The resolution stands as a collective testament to Dr. Otuaro’s steady, silent revolution — a leadership rooted in service, not self; in substance, not showmanship.
