The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has called on ex-agitators in the Niger Delta to remain vigilant and refuse to be drawn into the political machinations of desperate actors seeking to destabilise the region ahead of the 2027 general elections.
Speaking at the close of a three-day Strategic Leadership, Alternative Dispute Resolution, and Mediation Training for PAP stakeholders — held from July 30 to August 1, 2025, in collaboration with the Nigerian Army Resource Centre, Abuja — Dr. Otuaro condemned what he described as a rising wave of politically-motivated rhetoric designed to pit beneficiaries of the programme against the Federal Government.
⚠️ Warning Against Destabilisation
According to him, these divisive moves are “reckless and unnecessary,” especially given President Bola Ahmed Tinubu’s demonstrated commitment to the socio-economic advancement of the Niger Delta through the expansion and strengthening of PAP’s empowerment schemes.
Dr. Otuaro emphasized that the Tinubu administration has not only increased the programme’s budget to reach more beneficiaries but also appointed Niger Deltans to strategic national positions — a level of inclusion he described as “unprecedented.”
🤝 Call for Unity and Focus
He urged ex-agitators and community stakeholders to focus on peace, stability, and development rather than allow themselves to be used as tools for political destabilisation. He stressed that “any call for confrontation or disaffection at this time is misplaced and harmful to the gains recorded so far.”
Highlighting the goodwill shown by the current administration, Dr. Otuaro reaffirmed his commitment to ensuring PAP remains a platform for sustainable human capital development, empowerment, and regional peace.
He further appealed to traditional rulers, community leaders, and other influencers in the Niger Delta to continuously sensitise youths against being manipulated by politicians whose interests run contrary to the progress of the region.

Since its inception, the Presidential Amnesty Programme has played a crucial role in stabilising the Niger Delta, reducing militancy, and creating opportunities for thousands of ex-agitators.
